dsh-decision-effect-proof: Consistency Proof for DSH Authorization Decisions and Effect Envelopes

This plugin is designed to verify the consistency between authorization decisions and effect envelopes in agent development, ensuring a trustworthy system state. It provides offline deterministic proofs and detects anomalies via CLI, MCP, and file tools, including effects of rejected actions, unsettled authorizations, request-state policy mismatches, duplicates, and out-of-order evidence. Built on content-addressed reports, the plugin only proves the internal consistency of receipts and does not act as an approval engine or runtime. Users can install it via the DSH plugin manager and use the `inspect` and `verify` commands to perform checks.
